Avon should make some needed changes in the organizational structure as the decentralized structure did not suit to the Chinese environment. Most of the current tasks within the firm are performed in teams and groups and due to diverse culture of the country; such groups are suffering from the dysfunctions associated with diverse groups (Rugman & Brewer, 2001). In addition, the absence of the desired leadership has been leading to situations of chaos and mismanagement within the organization. In order to solve this problem, Avon need to make some fundamental changes in the organizational structure of the organization by adopting an organizational structure that are more centralized in nature where most of the decisions are made at the top of the hierarchy and the lower level management and the operational employees are involved in the implementation of the chalked out strategies (M.Wilson et al., 2006). In addition, the planning strategy that is more feasible according to the cultural factors of the country is top-down approach rather the current down-up approach. However, it does not employee that the organization should not incorporate the suggestion of its lower level management within the organization; rather the organization should incorporate their suggestion however the choice of the decisions should be made by the top management as in this way they could ensure the commitment and motivation of the different people working within the organization (Johnson et al., 2008).
